Applications for a Certificate of Exemption should be submitted to the Ministry of Labour and Industrial Relations together with the following information and documents:

1. Letter stating the purpose from the concerned entity indicating:
(i) Name of the foreign employee
(ii) Occupation
(iii) Duration of employment -

2. Copy of the foreign employee’s passport

3. Two passport-size photographs

4. Letter from the parent Ministry

5. For specific sectors, the following additional documents are required:

(i)
Construction Sector
· Copy of a valid CIA Registration Certificate
· Provisional Medical Clearance issued by the Ministry of Health and Wellness
· Covering letter from the company specifying the address of accommodation for the expatriate (for professionals) or a valid Lodging Accommodation Permit (for other workers)
· Where the monthly salary is MUR 50,000 or less, a copy of the Contract of Employment duly vetted by the Labour Division of this Ministry
· Where the monthly salary exceeds MUR 50,000, documentary evidence from the employer confirming that the expatriate will earn a monthly salary above Rs 50,000
(ii)
Fishing Sector
· Copy of a valid fishing vessel licence
· Address of accommodation of the expatriate (whether on a floating vessel or inland)
· Medical certificate issued by a registered medical practitioner in Mauritius approved by the Ministry of Agro-Industry, Food Security, Blue Economy and Fisheries or a provisional Medical Clearance from the Ministry of Health and Wellness

6. Authorisation letter from the company or individual specifying the name of the person submitting the application, together with a copy of that person’s National Identity Card

7. Proof of attempts to recruit locally. Employers must demonstrate that they were unable to recruit suitable Mauritian candidates by:
· Contacting the National Employment Department in their locality;
· Providing evidence of vacancy advertisements posted on the Mauritiusjobs platform (https://mauritiusjobs.govmu.org); and · Confirming that no suitable candidate with the required profile was available for the advertised vacancy.
